Recruitment of an International Expert in Scenario Modeling for Reforms and Development as Part of a Research Project

I. Brief Project Overview

The Ivorian Center for Economic and Social Research (CIRES), in partnership with GIZ, is conducting a research project on scenario modeling in the renewable energy sector in Côte d’Ivoire. The implementation of this project is based on research and capacity-building activities designed to address its various objectives:
(i) Conduct a retrospective and prospective assessment of the energy sector in general and renewable energy in particular, in relation to micro- and macroeconomic developments in Côte d’Ivoire;
(ii) Take stock of reforms in the renewable energy sector
(iii) Analyze the impact of reforms on the development of the renewable energy sector in Côte d’Ivoire;
(iv) Develop scenario models for reforms and the development of the renewable energy sector in Côte d’Ivoire based on robust assumptions;
(v) Conduct a dynamic analysis of the developed scenarios to identify the key decision-making milestones that characterize them, as well as the corrective measures to be taken in the event that certain assumptions are not met.

II. Specific Objectives of the International Expert’s Assignment

1. Train the project’s key personnel on scenario modeling;
2. Support the project’s key personnel in developing scenario models for reforms and the development of the renewable energy sector in Côte d’Ivoire based on robust assumptions;
3 Support the project’s key personnel in conducting a dynamic analysis of the constructed scenarios to identify the key decision-making milestones that characterize them, as well as the corrective levers in the event that certain assumptions are not met.

III. Qualifications and Experience of the International Expert

• Postgraduate degree in foresight/planning or any other specialization relevant to the assignment;
• Solid experience in foresight and scenario modeling;
• Relevant experience in leading and facilitating participatory workshops;
• Excellent communication skills.
